Sharon Hoover, Ph.D.

Sharon Hoover, Ph.D. is a licensed clinical psychologist and an Associate Professor at the University of Maryland School of Medicine, Division of Child and Adolescent Psychiatry and Co-Director of the National Center for School Mental Health (NCSMH, She currently leads national efforts to support states, districts and schools in the adoption of national performance standards of comprehensive school mental health systems ( Dr. Hoover has led and collaborated on multiple federal and state grants, with a commitment to the study and implementation of quality children’s mental health services. Creating safe, supportive and resilient schools has been a major emphasis of Dr. Hoover’s research, education and clinical work. Since 2004, she has worked with the National Child Traumatic Stress Network, Treatment Services Adaptation Center for Resiliency, Hope and Wellness in Schools, to train school district and school leaders, educators and support staff in multi-tiered systems of support for psychological trauma.
Dede Bailer, Ph.D.

Dr. Bailer is currently the coordinator of School Psychology Services for Fairfax County Public Schools (FCPS). In her current role, Dr. Bailer has supervisory responsibility for over 170 school psychology practitioners who serve over 189,000 students. In collaboration with state and county government, and public and private agencies, she has worked to establish practices and policies to develop, implement, and continuously evaluate mental health services to students. The school division is located near the nation’s capital and proudly hosts over 14,000 military connected students. Dr. Bailer serves as the Liaison to the Military for the school division, working with local Garrison leadership, School Liaison Officers, and state and national leaders and organizations serving military students and families. FCPS is the 10th largest school division in the nation.
Nancy Lever, Ph.D

Dr. Lever is an Associate Professor and Co-Director of the National Center for School Mental Health. She is a licensed clinical psychologist with over 20 years of experience providing and leading school mental health services and programming efforts at the local, state, and national levels. She serves as the Executive Director of the University of Maryland School Mental Health Program, a long-standing and exemplar community-partnered school mental health program in Baltimore City. In her Co-Director role, she is working with federal, state, and local agencies, national organizations, school districts, schools/higher education institutions, and mental health programs to advance school mental health. She has advanced research, training, policy, and practice focused on building multi-tiered systems of student supports that have family-school-community partnerships as a foundation. She has extensive experience and leadership in advancing high quality and sustainable school mental health services and programming including serving as a leader for the National Quality Initiative on School Based Health Services.
